Abstract

For the first time in Panama, an article is presented to analyze the behavior of the economic addendum and its relationship with public investments, as well as with the variability of market prices since its creation in 1995 to the present. This is a non-experimental, descriptive, explanatory research. The information and data obtained have as sources: documents from public entities, multilateral organizations, websites, specialized magazines, digital repositories of universities, theses, digital media. In its development, various methods were applied, from historical, comparative analysis, periodization to descriptive statistics, probability theory and time series analysis. The conclusion reveals that the economic equilibrium addendum maintains a good correlation with the variability of the IPMC, although neither the quantity nor the amounts demanded are justified given the high stability of prices in the national and construction market. The economic balance in the contracting of state infrastructure works contained in Law 61 of 2017 constitutes a cost and price indexation measure that has become an onerous fiscal burden that between 2015-2022 demanded more than 3 billion dollars. n addition, the trend of the value of the addenda is increasing, despite the historical stability shown by market prices reflected through the CPI and the CPI.
